The library has functions of information preservation and information service. From the per- spective of professional rights, libraries＇ immunity can be defined as in certain circumstances that the librar- ies have rights of using works copyrighted by others legally. Only Chinese copyright law gives immunity to the library to implement the above functions in a limited range. It has been unable to meet the practical needs and it has occurred in the practice that the library should be given immunity of library collection and immunity of collection development. Chinese law should prescribe libraries＇ immunity systematically to promote the development of library cause.
